Every experiment attempted yielded negetive results. Here is a possible explaination.
The charges are attracted toward the interior of the plates, next to the dielectric. They are not evenly distributed throughout the plates. Hence there are no free charges on the exterior of the plates. The plates themselves act as a Faraday shield.
Due to 100% negative results the experiments are concluded.
